Tesco plans rejected

Plans for Tesco to extend its Pingle Drive store in Bicester were last night rejected by planners at Cherwell District Council.

A decision on whether the supermarket giant could expand its flagship store next to Bicester Village was refused by the council's planning committee, who said allowing out-of-town shopping when the need could be met in the town centre was likely to undermine the viability and vitality of the town centre.

Proposals for the 17-year-old store included plans to close its Metro store in Sheep Street and add more floor space to its flagship site.

The supermarket giant also wanted permission to build a double-decker car park to hold 548 cars and revamp the petrol station.

A council spokesman said: "The application was refused based on the recommendations set out in the report.

"Essentially, this is because it is contrary to national and local policy on protecting town centres, and Tesco has not provided a package of associated infrastructure contributions, eg: no money to improve the road network.

"If the need for increased shopping facilities are met out of town it could undermine the willingness of developers to go ahead with the proposed town centre scheme."

Tesco said that the store would be greatly improved with more check-outs, wider aisles, new bus stops, additional cycle parking facilities, and an extended children's clothing range.

And it promised that it would provide a more comfortable shopping environment for its customers, with easier shelf access, better toilet facilities and a larger cafe.

A spokesman for Tesco said: "We are disappointed with the outcome."

Bicester Village gives rise to more traffic problems than Tesco's but they can expand as they wish. Cherwell are trying to save face with the bungled Sheep St development, which seems the longest running saga going. Cherwell get on with the new look Sheep St which will give us more choice, and stop putting Banbury before US.

Shocking! Does Bicester want a viable supermarket? Or is it happy with the increasing numbers of Bicester shoppers who flock to Banbury, Aylesbury, or Milton Keynes? Bicester town centre is a shambles and will never offer an alternative to other local towns. It's to small, the parking is terrible, and the traffic is a disgrace.

Totally agree with the other comments. Bicester Village seems to be able to do what it likes - including using Tesco parking spaces and blocking the access road by parking on the road/pavement. Clearly no-one on the planning committee lives in the real world and has to shop in tescos on Sunday mornings. It takes as long to get through the Bicester Village traffic as it does to do the shop. AND why would anyone want to shop in Bicester town - it's boring and hard to park

It has been suggested that unless there's sufficient swaying of opinion that this will never happen.

In order to sway, Tesco would need to place many pieces of paper bearing HM's face and the figure "50" in a paper bag in a dark alley (not near Somerfields cause the swampies will nick it), to be picked up by planning committee members.

This whole charade has been going on too long.

Being a lovely day and needing to get out of the house my husband and I went to Bicester Village and were shocked at how big it has grown. It is enormous and the parking although a lot of it really isn't enough for the size of the place. As it now backs on to the small industrial estate at that end of town surely there must be a way of allowing traffic to pass through that way and then onto eeither the Ayles bury Rd or left into Bicester town. This might get the people into the town as they certainly don't go there now. Come on Council get on with the building of our new town and get the traffic flowing through the other end of the village and out round to the town. You never know if it looks interesting enough they might just want to park up in town and find out what Bicester really has to offer. We have been here for over 35 years and the only thing that has happened it that Bicester has gone down hill. The Bicester Wyevale development is a much better area to walk round and am sure more Bicester people go there than th Village. Let's get our priorities straight and do something for the people that live here.
